#20 Channel co-owner

When someone applies for a channel...another username should be chosen by the applier (from the 10 supporters) that would receive a 499 acces automatically in case the channel gets accepted, or 500 in case the user that applied for the channel gets suspended (this just happened to a friend of mine without any explanation on the suspention so I just thought it could be a good idea to "bypass" this, also safer for channel owners).
