#38 User with access <100 get opped in a strictop channel

When a channel has the STRICTOP flag, and there is a user with an access level less than 100 wich have AUTOMODE set to OP.. when the user log on to X, already being is on the channel, he gets opped, then deoped right after..

The fact is: he gets op and he's not supposed to..
