Need to synchronise character encoding between Gnuworld (and modules) and ircu to stop issues like #rØØt and #røøt, where gnuworld and cmaster (X on undernet) see 2 different channels, and ircu see 1 channel (different case version of the same channel).

Thanks xplora... it's a known issue and fairly high on my list - will update this ticket further when i've come up with a solution. I've changed the category to GNUWorld as it affects all modules.
