#30 *!?@*.* acting like *!*@*

When a *!?@*.* banmask is set (through X) it doesn't
allow any other ban masks to be set (eg: *!*@domain.*;
*!identd@*.*) the error message: Ban allready covered
by: *!?@*.*

When we do a 'lbanlist' on *!?@*.* it displays all the
bans set through X for that chan)

This is caused by a lack of a decent wildcard-to-wildcard matching function. It'll take a while to do, but it's on my list of bugs.
