#281 Handle UTC offset in time string - %z specifier to strptime

Time data from the following data line can only be be partially extracted.

"2011-02-12 20:50:00 +0100",69.1737,57.25,58.875,41,32,64.25,81,40.5

This will ignore the UTC offset, but otherwise works:
plot "" using (strptime("%Y-%m-%d %H:%M:%S",stringcolumn(1)))

This form seems to be permitted by 'man strftime', but it fails in gnuplot:
plot "" using (strptime("%Y-%m-%d %H:%M:%S %z",stringcolumn(1)))

gnuplot gives 'warning: Bad time format in string'

There seems to be no other obvious way of handling time zone information contained within a date/time string.
