GnuCOBOL 3.1 on the way - rc1 published

GnuCOBOL 3.1 is considered to be the best and most stable version we ever had. Compared to the last release of 2.2 it features a lot more COBOL dialect support (starting with REPORT SECTION, going on with adjustments to ORGANIZATION INDEXED, over GENERATE JSON/GENERATE XML and ending in hundreds of additional COBOL syntax from the COBOL standards and different extensions from IBM, MicroFocus, ACUCOBOL and others).
The 3.1-rc1 has been formally released and is now the default download.

Many thanks to the developers (Simon Sobisch, Ron Norman and Edward Hart) that put in the efforts to make this release possible and to the community providing the encouragement, use-cases and additional tests.

This is a huge release and the next big step with 4.0 is already in process while 3.1 will get even more stabilized.

Pre-built binaries are also available, package managers for system repositories are invited to update their packages.
