A (dialect) option to support customization of the default collating sequence for programs is needed.

An option to specify default collating sequences for the program would indeed be needed, whenever we do this we have to consider adding it either as a flag only or do something similar to MF - double our IBM,MVS,BS2000,GCOS dialects to an "offload" variant which sets the ebcdic collation and we possibly find more things along...

    Note: if wanted for 3.2 final then PRs for a compilation flag are welcome (dialect option changes result too much, that would have to wait for 4.x)
