The problem appears to be solved -- but how would we know to "check the SF status pages and create an issue on their support tracker", or how to do it when the webpages aren't being displayed correctly?

In most cases when there's an issue like very slow access you directly get the link, in any other case you find it in the lower part on the left (About, then "Site status" and then the also relevant sfnet_ops), one of these two normally have a note when there are known issues.
A good place (in the lower part on the right) is also "Support Request", which nowadays obviously has a bunch of clicks until you land on Site support - if things are strange and then first two places do not have any useful notes then it is often useful to have a look there - and/or file an issue there (Project admins here can only add/delete new "tools", add News entries and announcement - everything else goes there).
Good to see everything is working again, I guess the Cloadflare incident may have temporarily broken something here, too.

No - I haven't logged in here for nearly a month - I have other things to do & thought it might just be some sort of configuration problem my end.
