Both version 3.1.2-5 or 4.0 are available via
apt install gnucobol3
or
apt install gnucobol4
Are the files pushed to Linuxmint, or do they pull them from sourceforge?

I guess they either build them from scratch (4.0 must be either a dev snapshot [then likely quite old, cobc -V will tell you a bit more details under "packaged"] or a direct svn version) or, more likely, copy either the complete binaries or the package configuration from Debian (which build everything from source, and likely would get the 3.1.2 from the official GNU FTP download or one of its mirrors).
