changed the CONVERT-TO-FIXED paragraph to move the check for a blank record to the beginning of the paragraph. Then if a blank record is found, process and then EXIT PARAGRAPH.
This will prevent the issue of a ZERO subscript error in the next sentence when processing a blank record.
