  I have exactly the same, one refresh to this point takes about 40 minutes!
  I deactivated Norton
  reinstalled the plugins after deleting them.(has nothing to do with failing download.. I know,but...)
  
  It took me the full day!

    it is hard for the plug-in to fight against the antivirus.

      exactly the same like Avners console saya same file, but I can download it manually . The time between the downloads of each file takes up to 5 minutes.
      
      May bee I should mention that I run Java 8 .25 x64 on Win 8.1 x64

Thanks, our antivirus "Trend Micro" blocked downloading this file.
I disabled it and refreshed and problem solved.

I just added some more error checks to the http download routine.

could you check the beta available from updates-test?

sorry I don't know how to do this I am not into Eclipse all I am willing to do is run a plugin update through eclipse.

to install the beta version please follow exactly the steps to install the plug-ins (documented in the web site), but use a different url, ending with /updates-test.

GREAT ! works perfect, internet connection is not taken over, whole process takes just 3 minutes. You should move that change to be standard
