[gnotepad-users] (patch) wheel mouse scrolling

A number of people have asked about gnotepad+ using a wheeled mouse
for scrolling.  I'm under the understanding that GTK already supports
this, and gnotepad simply needs to do something about it.

I'm attaching a patch which I *think* will enable use of the wheeled
mouse.  I say "think" because I don't own a wheeled mouse.  Please
give this patch a try and let me know how it goes.  It is based on a
clean build of 1.2.0.
