#7 unable to ./configure on Debian (Unstable)

I'm using Debian Unstable and here's the output of the
./configure:

$ ./configure --prefix=/usr/local

I have all of the gnome development libraries installed
and still get the same error. I did a quick google on
libpanel_applet and it seems that it is provided with
gnome 1.4 core which is no longer available with Debian
Unstable.

Please advise.
