#128 only able to burn DVD's at Disc max write speed

I have DVD's that are 8X and 16X if i put in a 16X dvd
and want to burn at say 8x GB fails saying /dev/hdd:
"Current Write Speed" is 16.4x1385KBps. Should read
the disc determine the max write speed and adjust
accordingly. or when clicking "create Data Disk" check
for existing dic in drive whether it is blank or not.
if not blank, eject the tray prompting for a media type
Based on the size the user chooses in the disc size
dropbox. if the disc is blank determine the max speed
and either eject or allow to burn.
