#12 Tarball for 0.06 contains 0.05

It appears that the tarball for 0.06 contains
Gnats.pm version 0.05, and no changes have been
recorded in Changes for this version. The CVS
archive contains the changes to 0.06, something
which further indicates that the packaging of the
0.06 release is messed up. Perhaps roll a 0.07?
