That was it.  I had the old versions of /usr/share/gms/plugins/transcoders.

Once I switched to the version of gmencoder.py which calls out theoraenc instead of ffenc_mpeg1video it started to work.

Why the switch from ffenc_mpeg1video to theoraenc?  At least on my system, the change of encoders appears to kill video playback in mplayer, so I have to manually force the encoding back to ffenc_mpeg1video.
