#20 Allow GcPrefsManager to be used by plugins

Currently, GmoduloCOnsole prefes are ahrdcoded into its own methods. A more generic api is required, and this api should be used by plugins. Also, It must be technology indepedant, ie: Future miggration to technologies other than Gconf must be easy.
