#8 fixes confess() call in WrapPartitionsFixed.pm

A call to confess() fails because the Carp module is
not being used. This patch adds the "use Carp;" line.

It also fixes the confess() call to use a double-quoted
string to properly interpolate the value.

The file in question is
Bio/GMOD/Blast/Graph/WrapPartitionsFixed.pm .
