This is indeed correct, I have changed the godb-chado bridge to use  
this call

SELECT cvterm_id,name FROM cvterm WHERE NOT EXISTS (SELECT DISTINCT  
subject_id FROM cvterm_relationship WHERE subject_id=cvterm_id) AND  
is_obsolete = 0 AND is_relationshiptype = 0;
