I should probably clarify, for the record, that here:

I only agree about this on the basis of what Dave reports about software
already written by others.  I still have grave concerns that leaving the
cvterm and dbxref tables separate will be a long-term aggravation that
we'll ultimately regret.  But for now, as Dave says, adding the two new
tables does what we need.
