[Gmod-tripal] nominations for steering committee by march 26th

On behalf of the interim Tripal Steering Committee, I am requesting
*nominations
for INTERNAL Tripal steering committee members* only. Please see the
governance details for the full definition (Pull Request:
https://github.com/tripal/tripal/pull/888), but basically, an individual
who is involved in the Tripal community and can provide leadership and
expertise in steering the Tripal project. Self-nominations welcome. *Please
email Ethy at **ekc...@ia... <ekc...@ia...> with your
nominations by March 26th.* (Additional details below if you are
interested).

Despite us moving ahead on the nominations, the governance is still open to
comments as outlined by Lacey. I approved the PR because I like the plan,
but feel free to add your own discussion and/or request changes and/or
approve!  The PR linked above is an open discussion until *March 19th*.

Additional notes about how this will all work:
- Our goal, if the governance structure as proposed is accepted, is to have
a minimum of 7 internal steering committee members to announce by the next
dev meeting, which is April 2nd
- The nominations are at large - the committee itself will pick the chair.
- After March 26th, we will create a voting form through google forms with
all nominees who are willing to serve and request votes by community
members by April 1st
- If there are fewer than 7 nominees or if there are ties among nominees
for the available 7 slots, the interim steering committee will use their
discretion to decide on the final committee.
- The internal members of the steering committee will handle recruiting
external members
