[Gmod-ajax] JBrowse flatfiles off-by-one bug

As near as I can tell (by checking for splice site GT/AG consensus) all of
the subfeatures in JSON data files being generated from BED files via
flatfile-to-json.pl have both their start and end properties offset by -1
from what they should be.  This doesn't appear to be a new bug -- I've
checked both the current version of JBrowse and a version from last July,
and it has this bug too.
