Just wanted to let you know of my progress with this bug.  I've figured
out where it's happening.  It *is* just a labeling problem
(specifically, it's in the math that turns the tick mark into a short,
readable number (4000000 into 4M etc).  

I'm surprised that no one has noticed this before since any negative
numbers seem to be off by 1 (at the first significant digit).

I need to work on the math.  Hopefully, I can get this worked out
tomorrow morning.
