No

When the feature search page returns with the results
of a search, the reset button does not clear the search
box.

reset button: When activated, a reset button resets all controls to their initial values (cf. http://www.w3.org/TR/html4/interact/forms.html#reset-button\).

So, when the form returns with results, the search box has its "value" property set to the current search. If you changed the contents and pressed "reset," you would see it go back to what was there before. What you see is a feature, not a bug.

I think this is incorrect behavior. The *original* value
for the search box, when a user initially loads the search
page, is to have no entries. The reset button should reset
the page back to this original state. The current behavior,
while technically correct, is unexpected and demands that a
user delete the text entered into the search box (and
manually reset the other controls as well) if they want to
    perform an entirely new search.
