#368 AE, split transcript, new one moves to different tier

AE2a) When you split a transcript, one of the new transcripts may move to a different tier so you can't see it without scrolling vertically. Problem is that tiers are sorted by start position. Need to sort annotation tiers in some more logical way (by name?)

To see this problem:
1. Load example.xml
2. Double-click Tim17b1.1-RA to select whole transcript
3. Ctrl-Z to zoom to selected
4. Select last two exons of Tim17b1.1-RA
5. Zoom x.1
6. Use right-mouse menu to Split transcript
7. Notice that you now see only one of the split transcripts--the other
one is not visible. Moreover, there's still no scrollbar on the
annotation panel.
