#313 Add tier, before annotation, & predictions are misplaced

Weird display problem: I added a tier ("New analysis results") at the beginning of the tiers file (before Annotation) and then loaded example.xml. It seems to have saved space for the nonexistent tier in the light blue annotation zone, and, more disturbingly, the purple gene predictions jut partway into the annotation zone.
