#302 Webstart, slow loading

- Oddly inconsistent in how long it takes to start up--sometimes it's
fast (less than a minute); other times it takes quite a while (10-15 min); and sometimes it never returns (though possible it would eventually). Problem with data server?
- Note that for webstart to work, we depend on IU's apollo URL working--if it is not, webstart will probably hang for a long time without coming back with an informative message.
