#279 EDE, problem with \"set as 3\' end\"

EDE36) If you do a "set as 3' end" before start of translation you get
this message in stdout:
CG1158-RA has no feature containing 1125911 (1125864-1126908)
FeatureSet.setPhases: CG1158-RA can't set phases--some sites undefined tss=1125911 tes=1126908
Also, first exon is now unnumbered. Generally seems to not deal well with attempts to set 3' end before start of translation. The set phases message can also happen with splits merges and deletes with starts and stops dropping out. dont have specific case at moment.
