#117 read and write GenBank feature table format

Right now our comments in Apollo are pretty free form. Ideally, Apollo
would read and write GenBank feature table format, like Java SEAN does.
And when you made a comment, it would appear with GenBank feature table CV. Take a look at the ARGS that Sean writes, at
http://flybase.bio.indiana.edu/maps/sean-thumbnails/
If you click on a feature, you eventually get to GenBank feature tables.
