Rulemaker

Some thoughts related to the rulemaker:

• on team games, one guy from each team should be the rulemaker automatically.
• rulemaker should be allowed to give rulemaker permissions to another player
• "reporting on the console whatever changes the rulemaker is doing": I worry about console spam. so in some options (like timelimit for example) the info would only be printed in the console when the rulemaker changed focus from that option.
