If you're asking if you can use the results of what you create with it as a replacement Windows Shell, the answer is theoretically yes.  It does still require all the Windows API libraries to be included in your install since as I said, GTK+ on Windows is built against the Windows APIs.  If you want to use Glade itself as a Windows Shell, you probably can, but it would be unwise.
