It is not likely to be possible due to paid public performance copyright royalties, which apply in most countries.

The copyright holders usually go through an organization such as ASCAP and BMI (in the USA), and freeware software could not comply with submitting required use-reports for digital jukeboxes.

Also a source for music would need to be found as ripping CDs is in fact making a copy and would be illegal for commercial use, the music would have to be purchased in the digital jukebox's required format.

To date there is only one company offering commercially license-able digital jukebox software and complete conversion kits but it's not free.
