I have been using the powermate device with gizmod for a while and it has gernally always worked or i could get it working. I'm not sure when it stopped working but it has. I have verifed using gizmod -g that it is receiving the events.

And I have verified in devicestrings that it is working with the right mixer. I can even change the volume with the software mixer and the powermates light changes with the volume. But whenver trying to use it IE turning the knob nothing happens. Let me know what other information I can provide.

I can confirm this problem in Ubuntu jaunty 9.04, it is responding with gizmod -g and also responds to volume change with the powermate's led's
Problem is that its events are not being bound to the correct mixer or something like that.. but thats a noobs thought :P
