#8 Better way for configuration

I think we need a better way for configuration. We currently have 2 files with a lot of the same information. What about an install.php that deals with that? It would also be nice if configuration files (that need to be changed) were not part of CVS. So maybe have a config_template.php in CVS and make sure the INSTALL mentions to create you're own config.php.
