The problem is solved. Although the exact cause is unclear, it was fixed by going to System Preferences > Language & Text > Language > Edit List. Then I unchecked most of the languages that had been checked by default (in my case leaving only English and Spanish), and restarted the Mac.

I have just experienced a similar problem. Gimp version 2.8.16, MacBook Pro High Sierra 10.13.4. I have a few laugages install but English is the default. I believe it is launching in Spanish.

Bug still persists. Have greek keyboard layout installed and Gimp is greek as well. I cannot even really speak or read greek!
