Please make sure that these are set up to your preffered language.
Open "System Preferences", go to "Language & Region" and check the setting there.
GIMP uses the setting in "System Preferfences"
It works as expected on my system. If I change the Language from German to English UK, next time I launch GIMP, the language is changed too.
Sometimes one may have set locales in various other places, so just chekc this:
(although these are the default settings) open Terminal.app, go to "Preferences -> General" and make sure that "Shells open with default login shell" is check. Then go to "Profile -> Advanced". "Text encoding" should be (Unicode UTF-8) and "Set locale environment variable on startup" should be checked.

This is definitely a GIMP problem. I do have multiple languages enabled in the Language & Region panel, but English (U.S.) is my primary language. Every other program on my Mac uses English. Only GIMP switches to the secondary language.
And when I launch GIMP using the "open" command in the Terminal, then it’s in English.
