GIMP# 0.14 for win32 released

Thanks to Ivo Rytir there now is a Windows installer for GIMP# 0.14. There are two different versions, depending on your GIMP version: GIMP 2.2 and GIMP 2.4 are both supported. Please download the correct installer.
