Gimp# 0.4 released

A new release with a first working version of the (Photoshop like) Picture Package plug-in, previews for the Ministeck and NCP plug-ins and much more GIMP API coverage. Furthermore lots of smaller and larger bug fixes and improvements in the plug-in framework. Developing a new GIMP plug-in was never easier!
