Gimp# 0.3 released

A new release with more GIMP API coverage, an improved GUI for the Picture Package plug-in, and a fully functional Ministeck plug-in. Furthermore lots of smaller and larger bug fixes and improvements in the plug-in framework. Developing a new GIMP plug-in was never easier!
