The parameters for the FilePlugins are indeed fixed right now. For the time being that might be not so bad since you will probably use the extra args (comment, quality level) when you create the file. You will have to provide them yourself by creating a dialog.
However, if you want to call your plug-in as a procedure then you will have to add them to the parameterlist. That won't work with the current version. Therefor I'm changing this to a feature request.
