Don't use mono 1.1.13 with GIMP#

There are some issues with marshalling of unions in mono 1.1.13. I'm trying to convince the mono people that they have introduced a regression, but at the same time will look for a workaround in GIMP#. For the time being you should stick with mono 1.1.12 if you want to run GIMP#.

  This has been fixed in the current SVN Mono archive. Either wait for release 1.1.14 or stick with 1.1.12.
