We could create separate file releases for each different packaging format (tarball, .deb, various .rpm), but then we'd have the monumental headache of keeping everything in sync (when I want to release 3.1.5, how do I make sure everything gets built?). I think there are other ways of releasing files on Sourceforge, though, but they all have that problem.
