Points are the unit of measurement for Postscript so that's what PPDs 
still use.  Beyond that, printers typically represent dimensions via 
whatever mechanism the operating system (or page definition langauge) 
requires.  One printer I own natively uses pixels per meter, which IIRC 
is a Windows Bitmap thing.
