   I have succesfully tested 3.1.3 with quality setting 0,1,2,3,5,6 and 8
   so the last changes seem to have broken some settings.

Could you retest settings 2, 3, and 6?

BTW, were you using ordered dither (dither=1)?  I think that might
account for the file size of 3, 6, 7, 8, and 9.  That bug should be
fixed.  Try dither=2 (random Floyd-Steinberg) and dither=4 (adaptive
random Floyd-Steinberg).

I know the rendering time is awful...please bear with this for a while
longer...
