The article is published in july 1997. There have passed 34 months since
it was published. The manuscript was received first in march 1996.
The work in the article was not supported by any US grants.
The authors live in Turkey and work there.
I guess we are outside the black period?

Someone might just want to contact her if we find out that the
work in the article gives us good results.
