[Gimp-print-devel] change log

I wrote my mkchlog script (I didn't name it mkchangelog because emacs
thought it was a change log!  Bletch).  I updated the change log, and
I'll periodically rerun mkchlog to update it before a release.

Speaking of which, it's been a while since 3.1.2, and it occurs to me
that a fair bit of new stuff is in (new dithering and UI code).  We
might be able to do something later this week.
