I have managed to get registered as an "Affiliate member"
(which is free, as opposed to $495 per year!).

You need to give a company name (I have one, so that's OK); I
have looked through the legal blurb and can't find anything
about not releasing source code....

However...

The PCL Developer's guide that is available is dated Dec 99; it
has a few extra things documented, but not the "configure
raster data" or "configure palette" or anything about Photo
capabilities.

It also says that if a command is not documented in it, it is
either obsolete or HP proprietary.

It further says that the specifications of the ink cartridges
(including Photo cartridge) are proprietary and will not be
provided.

Sigh!
