[Gimp-print-devel] dither stuff

I wrote up some documentation on what the dither knobs do.  See
README.dither.  I also did some performance tweaks on the dither
routines.  They don't do very much on the color routines, but they
help by 10-15% on dither-black(), which should be fast since it's used
for printing text and such (it's still not fast enough; it takes about
25-30 seconds on my machine to render a letter-size page, although I
think a fair bit of that time is spent inside the Gimp since I only
get about 15 seconds from my profile).
