[Gimp-print-devel] 3.1.0

I've put 3.1.0 up on sourceforge.  I know that the 740 issue isn't
settled, and there's still the 800 issue outstanding, but it's a
development release.

I haven't sent out the announcement yet; I'll probably do that in the
morning.
