[Gimp-print-devel] configure stuff

I fixed up the configure stuff as follows:

1) make install/uninstlal now does the right thing (uses gimptool
   --install-admin-bin/--uninstall-admin-bin to do its thing).

2) make dist now creates a complete distribution, including the
   Ghostscript stuff.

So the mechanics are now in place for us to do a release when desired,
modulo the issue of Gimp 1.0.  I think I know how to do that, too...
